And, to save you the trouble of recreating Favorites in the c:\Users\Mom\Contacts\Favorites\Favorites folder you can drag and drop the files from there into the C:\Users\Mom\Favorites folder . Sorry if this sounds confusing, but to be really confusing prior to this fix I found that if I disabled 'Protected Mode' it also worked correctly. Thanks for replying Scott!
Create a new admin account and then log on the new account for a test. Since I wrote the reply above I have checked and I do have IE8 after all and I only updated to this not so long ago.
