You might be able to activate these AMD-V/VT-x features inside the BIOS of your computer. I've read about people sending back the machines to Dell for this. But apparently the driver does something that messes up Intel's VT-x. Saved and exited.

If you install the same OS let's say using the VMWare Player on the same machine it works just fine. That's a good one! I noticed that the image you posted with CPU-z also does not show the feature present. Before play around in BIOS, use the appropriate tools to detect the current VT-X status in OS level.

On a BIOS-based system, you'll access BIOS settings by restarting your PC and pressing the appropriate key right when it first boots.
