My concern is that some mobos/chipsets/audio chipsets are causing a problem rather than the OS or drivers, because from my testing the OS and the drivers are both capable of producing so it looks as if the only solution is to back track to windows 7? Default is 0. And from what I can gather the laptop which I have should be very capable of streaming HD video content. I called HP and they had no idea. After 30 min of trying to get that answered I gave up on em. That system is a bit slow for streaming media with any type of quality.

I should note that, for me, just turning off wifi was enough to solve the buzz/stutter; I didn't have to completely disable from device manager. http://hamlookup.com/hp-envy/laptop-screen-problems.html To fix this issue, I have disabled the ASUS PCE - N15 11n Wirelss LAN PCI-E Card driver in Device Manager -> Network adapters and now the stutter is completely gone. I believe the entire OS is doing the freeze/skip/buzz, based on what I've experience just the mouse on the screen.The whole PC froze and skipped, its not just the video/audio outputs/drivers. ou can also go into "Change plan settings" > "Change advanced power settings" and see other things and set their performance higher.
